ZIGRAM Highlights Growing Pressure on Payment Screening as Real-Time Transactions Accelerate Compliance Demands

by Siti Muinah
written by Siti Muinah

The global financial ecosystem is undergoing an unprecedented structural transformation driven by the widespread adoption of real-time payment networks. As funds transfer between accounts in mere seconds, traditional compliance models are being stretched to their absolute limits. Financial institutions now face a formidable operational challenge: maintaining rigorous anti-money laundering (AML) and counter-terrorist financing (CTF) standards without introducing friction that stalls the lightning-fast velocity of modern commerce. RegTech innovator ZIGRAM has recently spotlighted this intensifying pressure, emphasizing that legacy payment screening infrastructure is increasingly inadequate for navigating today’s complex geopolitical and transactional landscape.

The Anatomy of Payment Screening in Modern AML Frameworks

Payment screening serves as a vital frontline defense for banks, fintechs, and payment service providers. Unlike retroactive reviews, payment screening operates in real-time or near-real-time, evaluating inbound and outbound payment instructions before funds are irrevocably transferred. The core objective is simple yet high-stakes: to identify, intercept, and block transactions involving sanctioned individuals, entities, or high-risk jurisdictions as mandated by international regulatory bodies such as the United Nations Security Council (UNSC), the Office of Foreign Assets Control (OFAC), and regional authorities.

The screening mechanism meticulously inspects multiple data points embedded within payment messages. These include sender and beneficiary names, intermediary and beneficiary financial institutions, routing codes, geographic locations, and textual transaction references. International standards, particularly the Financial Action Task Force (FATF) Recommendation 16—often referred to as the "Travel Rule"—dictate that specific originator and beneficiary information must accompany electronic fund transfers, adding another layer of data that screening engines must ingest and evaluate instantaneously.

However, the nature of cross-border and multi-currency transactions complicates this process immensely. Names of individuals and corporate entities frequently vary depending on linguistic nuances, local spelling conventions, and phonetic transliterations. Consequently, basic exact-match algorithms are entirely insufficient. Modern financial crime compliance demands sophisticated "fuzzy matching" capabilities that can recognize potential risks even when spelling variations or deliberate obfuscation techniques are employed by bad actors.

Payment Screening Versus Transaction Monitoring: Understanding the Dual Pillars

A common point of confusion among emerging financial market participants is the distinction between payment screening and transaction monitoring. While both are indispensable pillars of a comprehensive AML framework, they serve fundamentally different functions within a financial institution’s risk management architecture.

Payment screening evaluates isolated, individual transactions at the point of processing. It focuses narrowly on the specific parties and entities named in the payment instruction, cross-referencing them against static and dynamic watchlists to prevent prohibited transactions.

In contrast, transaction monitoring adopts a macro-level, longitudinal perspective. It analyses customer behavior, account history, and fund movements over extended periods to detect anomalous patterns indicative of complex financial crimes, such as layering, structuring, or trade-based money laundering. For instance, while transaction monitoring might flag a customer executing multiple fractional transfers across various accounts before rapidly consolidating the funds, payment screening assesses whether the individual transfers involve any sanctioned actors. Regulatory authorities globally require institutions to maintain both controls, recognizing that neither mechanism can substitute for the other.

The Operational Bottleneck: False Positives and Legacy Infrastructure

Despite technological advancements, financial institutions remain shackled by operational inefficiencies, chief among them being the persistent scourge of false-positive alerts. Broad matching criteria, outdated algorithms, and rigid rule engines frequently flag legitimate customers and benign transactions, creating massive backlogs for compliance analysts.

According to industry benchmarks, legacy screening systems often produce false-positive rates ranging between 30% and 50%. When compliance teams are inundated with thousands of false alerts daily, investigation times soar, operational costs escalate, and the risk of missing a genuine sanctions breach increases exponentially. Conversely, advanced, cloud-native screening platforms equipped with configurable thresholds and automated suppression rules can reduce false-positive rates to below 5%, allowing human analysts to focus exclusively on high-risk cases.

The introduction of instant payment rails exacerbates this vulnerability. When transactions settle in seconds, compliance teams have virtually zero margin for error. If a system takes too long to evaluate an alert, the institution faces a difficult choice: delay the payment and violate service-level agreements (SLAs), or release the funds prematurely and risk catastrophic regulatory penalties. Furthermore, fragmented compliance infrastructure—where customer onboarding data, transaction monitoring alerts, and payment screening tools reside in siloed legacy systems—forces analysts to waste valuable time piecing together context across disparate databases.

Chronology and Evolution of Global Sanctions Pressures

The urgency surrounding payment screening has evolved rapidly over the past decade, shaped by shifting geopolitical tensions and regulatory tightening:

  • Pre-2015: Payment screening was largely viewed as a back-office batch process. Financial institutions processed international wires through traditional messaging networks like SWIFT, with compliance teams operating on multi-hour or multi-day review cycles.
  • 2018–2020: The rapid expansion of real-time gross settlement (RTGS) systems and instant payment rails globally began compressing processing windows. Regulators started issuing stricter enforcement actions against institutions with high false-positive rates and delayed reporting mechanisms.
  • 2022–2024: Geopolitical instability, most notably the implementation of sweeping, multi-jurisdictional sanctions following the escalation of the Russia-Ukraine conflict, dramatically increased the volume and complexity of watchlist updates. Sanctions lists began changing dynamically, sometimes multiple times a day, overwhelming static legacy screening tools.
  • 2025–2026: The current era is characterized by the mainstream convergence of artificial intelligence, machine learning, and unified RegTech solutions. Providers like ZIGRAM are meeting the market demand by integrating real-time payment screening and transaction monitoring into single, cohesive environments.

Industry Responses and the Rise of Integrated RegTech Solutions

In response to these compounding pressures, financial institutions are aggressively overhauling their compliance tech stacks. Industry leaders are abandoning fragmented legacy architectures in favor of unified financial crime platforms that offer real-time processing capabilities, advanced natural language processing for fuzzy matching, and dynamic rule-building interfaces.

ZIGRAM’s Transact Comply platform exemplifies this modern design philosophy. By bridging the traditional gap between payment screening and transaction monitoring within a unified ecosystem, the solution equips compliance teams with comprehensive risk scoring, streamlined alert generation, and automated investigation workflows. Such platforms aim to eradicate data silos, ensuring that compliance analysts have instantaneous access to customer profiles, transaction history, and contextual risk markers without switching between multiple software applications.

Furthermore, regulatory expectations have evolved. Compliance is no longer judged solely by whether a prohibited payment was blocked, but by the efficiency, traceability, and auditability of the entire screening lifecycle. Institutions must maintain immutable audit trails demonstrating how matching thresholds were applied, why specific alerts were dismissed or escalated, and the exact rationale behind every compliance decision.

Broader Economic and Regulatory Implications

The ongoing evolution of payment screening carries profound implications for the global financial sector. As regulatory scrutiny intensifies, non-compliance carries severe financial and reputational penalties. Multibillion-dollar fines levied by regulatory watchdogs across the United States, Europe, and Asia-Pacific have demonstrated that operational negligence in sanctions screening is no longer tolerated.

For smaller financial institutions, community banks, and fintech startups, the cost of building and maintaining an effective, real-time compliance infrastructure can be prohibitive. This economic reality has fueled the rapid growth of the Compliance-as-a-Service (CaaS) market, allowing smaller entities to leverage enterprise-grade screening technology via scalable, cloud-based RegTech subscriptions.

Ultimately, the pressure on payment screening highlights a delicate balancing act at the heart of modern finance: preserving the speed, convenience, and interconnectedness of instant global payments while maintaining an unyielding fortress against financial crime. As payment volumes continue their exponential ascent, the institutions that successfully modernize their compliance frameworks through intelligent automation, robust data management, and unified RegTech solutions will be best positioned to thrive in an increasingly complex regulatory landscape.

Zigram Unveils Advanced Compliance Solutions to Help Banks Combat the Rising Threat of Trade-Based Money Laundering

by Iffa Jayyana
written by Iffa Jayyana

Trade-based money laundering (TBML) has rapidly emerged as one of the most formidable obstacles facing global financial crime compliance teams. As criminals increasingly exploit the complexities of international trade to disguise and move illicit wealth across borders, traditional anti-money laundering (AML) controls are proving inadequate. By manipulating shipment values, falsifying trade documentation, and routing payments through labyrinthine international networks, illicit actors routinely succeed in making illegal transactions appear entirely legitimate. Industry estimates suggest that trade-based money laundering may account for a staggering 87% of global illicit financial flows. Concurrently, more than 51% of compliance leaders now identify TBML as a primary strategic threat to their respective organizations, underscoring an urgent need for technological intervention, structural reform, and deeper data integration across the global financial sector.

In response to this escalating threat, RegTech provider ZIGRAM has rolled out an advanced suite of technology solutions designed to bridge the historical gaps between entity screening, transaction monitoring, and thorough due diligence. Traditional banking controls have long struggled to identify sophisticated laundering schemes because financial institutions frequently assess individual trade documents in isolation. Under legacy operational models, an invoice may appear completely sound and valid when reviewed on its own merit; however, glaring inconsistencies often emerge only when that same invoice is cross-referenced against independent shipping records, customs declarations, and real-time payment activity.

The structural fragmentation of modern financial institutions exacerbates these vulnerabilities. In a typical bank, trade finance teams evaluate commercial paperwork, payments departments oversee routine fund transfers, and compliance professionals screen individuals and corporate entities. Because these departments often operate within departmental silos without a unified view of ongoing activities, suspicious relationships between counterparties and multi-layered transactions frequently go entirely unnoticed. ZIGRAM’s technological framework seeks to dismantle these silos by integrating data from diverse sources, allowing institutions to extract, standardize, and systematically cross-reference information from invoices, packing lists, bills of lading, and payment messages to uncover hidden discrepancies.

To understand the mechanics of modern trade-based money laundering, financial crime investigators frequently look at complex, multi-layered typologies. Consider a hypothetical electronics exporter declaring shipment values that are 35% to 40% above prevailing market prices. Upon closer inspection, the accompanying packing list contains weights that do not match the corresponding bill of lading, the buyer is a recently incorporated shell company with no apparent physical operations or web presence, and the payments originate from entirely unrelated third parties based in high-risk jurisdictions. Although each of these indicators could theoretically have a benign, legitimate commercial explanation, their combined presence in a single transaction lifecycle warrants immediate, rigorous scrutiny.

Effective detection fundamentally begins with verifying whether trade records tell a consistent, verifiable story. Contract terms, invoice prices, declared currencies, and counterparties must align perfectly, while shipment quantities and physical weights must match across all supporting documentation. Furthermore, declared values and Harmonized System (HS) codes must be consistent with official customs records. When these elements diverge without clear commercial justification, a red flag is raised.

Criminal networks continue to exploit well-documented weaknesses in these basic verification checks through a variety of sophisticated laundering techniques. Over-invoicing and under-invoicing allow illicit actors to transfer massive amounts of value across international borders under the legal guise of commerce. Multiple invoicing—submitting the same invoice to different financial institutions to secure multiple financing rounds—is another common vector. Meanwhile, classic mechanisms such as the Black Market Peso Exchange ingeniously combine trade misinvoicing with complex currency exchange markets to facilitate the seamless movement and repatriation of criminal proceeds without triggering standard banking alerts.

Pricing discrepancies serve as another critical warning signal for compliance professionals. Guidelines from the Financial Action Task Force (FATF) and the Egmont Group explicitly reference price variances of 15% to 25% against recognized trade benchmarks as highly useful indicators for automated screening systems. Nevertheless, investigators must exercise caution and account for legitimate commercial factors—such as distressed asset sales, bulk discounts, and complex transfer pricing arrangements within multinational corporations—before definitively concluding that a given transaction is illicit.

Beyond pricing anomalies, compliance teams must be trained to recognize a wide array of secondary red flags. These include generic, unspecific product descriptions such as "spare parts," or raw materials like scrap copper invoiced at prices typically associated with highly refined copper cathodes. Commercially unusual shipping routes through notorious free trade zones, repeated or recycled container identifiers, the use of corporate shell intermediaries, split payments across multiple accounts, and circular flows of funds where money returns to its original source all point toward potential financial crime.

Rather than evaluating each individual alert independently, modern compliance teams are urged to assess how multiple risk indicators interact within a broader context. A cluster of minor inconsistencies across pricing, shipping documentation, ultimate beneficial ownership, and payment routing provides a vastly stronger empirical basis for a suspicious activity report than any single isolated anomaly. Initial investigative workflows should first eliminate administrative mistakes, typographical errors, and unit-conversion discrepancies. Once verified, transactions must be rigorously compared against real-time market benchmarks, global corporate registries, and reliable intelligence sources to determine whether the transaction possesses a credible, verifiable commercial rationale.

Financial institutions do not operate within a regulatory vacuum; they are bound by stringent legal frameworks and international industry standards governing financial crime prevention. These regulatory pillars include the Financial Action Task Force’s (FATF) 40 Recommendations, the United States Bank Secrecy Act (BSA), the European Union’s Sixth Anti-Money Laundering Directive (AMLD6), and the Wolfsberg Group’s Trade Finance Principles. Additionally, formal guidance issued by bodies such as the UK’s HM Revenue and Customs (HMRC) and the US Financial Crimes Enforcement Network (FinCEN) continuously informs the risk-based approaches that financial institutions must adopt for effective monitoring and investigation.

To address these multifaceted regulatory demands, ZIGRAM has integrated several specialized products into its comprehensive compliance ecosystem. Platforms such as PreScreening.io, Entity Hero, Transact Comply, and Due Diliger are specifically positioned to support connected entity screening, advanced transaction monitoring, and rigorous due diligence. By centralizing and correlating information pertaining to corporate entities, underlying trade activity, and transactional payment flows, these tools help financial institutions uncover hidden relationships and illicit networks that would otherwise remain obscured across disparate legacy systems.

The broader implications of trade-based money laundering extend far beyond the immediate confines of trade finance departments. The challenge highlights the critical importance of connected data architectures and robust, risk-based controls across the entire compliance function of a financial institution. With the World Bank estimating that an astounding $1.5 trillion is paid in bribes globally every year—much of it laundered through commercial channels—improving the institutional capacity to identify and dismantle suspicious trade patterns remains an urgent, high-priority mandate for the global banking sector. As regulatory scrutiny intensifies and criminal syndicates adopt increasingly sophisticated evasion tactics, the adoption of integrated RegTech solutions will undoubtedly define the future efficacy of global anti-money laundering defenses.
